Paving Engineer


TITLE:                  Paving Engineer

DEPARTMENT:     Engineering

POSITION STATUS:        Part-time, temporary, less than ninety (90) days in duration, no benefits

SALARY:                 Commensurate with experience

JOB SUMMARY:

Part time position performing construction inspection and oversight of paving contractors for the City of Salem.  The specific assignment is for approximately sixty (60) calendar days, starting on or about October 1, 2008 and completing on or about December 1, 2008.

SUPERVISION RECEIVED:

Works under the general supervision of the City Engineer, who determines office policy, assigns work, and evaluates work in terms of effectiveness of operation.  Performs regular duties independently using judgment in selecting appropriate engineering methodology for a variety of projects and in guiding others.

SUPERVISION EXERCISED:

Provides technical supervision of paving contractors.

MAJOR DUTIES:

Inspects public works paving construction projects to ensure compliance with specifications.  Coordinates notification of contractor work plans with project abutters.  Makes field changes and decisions as necessary.  Prepares payment estimates.

Performs other duties as required and as assigned by the City Engineer.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Good knowledge of principals and practices of civil engineering.  Good knowledge of sewer, drain, water, and roadway construction practices.  Good knowledge of materials used in sewer, drain, water, and roadway construction.  Good knowledge of principals and methods of surveying, mathematics, including trigonometry.

Working knowledge of state and city laws and regulations pertinent to planning, design, and construction of municipal projects.

Skill in reading and interpreting engineering plans and specifications.  Skill in using surveying equipment and the ability to work independently with minimal supervision.

Ability to supervise others and communicate effectively both orally and in writing.  Ability to get along well with others and the ability to deal effectively with other City of Salem departments and the public.
QUALIFICATIONS REQUIRED:

A Bachelor's Degree in Civil Engineering from an accredited college or university and five (5) years of experience, or any equivalent combination or experience and training which provides the required knowledge, skills, and abilities.

Registration as Professional Engineer in Massachusetts and municipal experience preferred.

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

Special vision abilities required by this job include peripheral vision, depth, and ability to focus.

The work environment is occasional wet, humid conditions; work near moving mechanical parts, fumes or airborne particles and in outdoor weather.  The noise level in the work environment is usually moderate, yet it will fluctuate depending upon the location of a specific project.
