City of Salem to participate in the Human Rights Campaign's Municipal Equality Index with the help of the Salem No Place for Hate Committee
Salem, MA – In an effort to ensure the City of Salem continues standing on the forefront of lesbian, gay, bisexual and transgender (LGBT) equality on the North Shore and beyond, Mayor Kimberley Driscoll and Police Chief Paul Tucker have designated official liaisons for Salem’s LGBT community through the Mayor’s Office and Police Department.
Mayor Driscoll has designated Kristian Hoysradt, her Director of Constituent Services & Special Projects, as the official LGBT Liaison in the Mayor’s Office. Hoysradt, a Salem resident who is openly gay, formerly worked for the Human Rights Campaign (HRC) – America’s largest LGBT civil rights non-profit organization in Washington, D.C. – and previously handled LGBT issues as Political Director for Congressman John Tierney’s successful 2012 re-election campaign. Through the Mayor’s Office, Hoysradt also serves as staff liaison to the Salem No Place for Hate Committee, an ad-hoc group commissioned by Mayor Driscoll through the Anti-Defamation League, which promotes diversity and combats bigotry and discrimination in the City of Salem. Outside of Salem, Hoysradt also serves in a volunteer capacity as the Political
Co-Chair of HRC’s Boston Steering Committee, which promotes LGBT civil rights on the local level for the national organization.
Chief Tucker has designated lifelong Salem resident and longtime Police Lieutenant Conrad Prosniewski as the official LGBT Liaison in the Salem Police Department where he currently serves as prosecutor in the Administrative & Special Operations Division. Through this role, Prosniewski handles cases that involve hate crimes aimed at minorities, such as those within the LGBT community. Additionally, Prosniewski serves as the department’s Chief Information Officer and liaison to the Salem No Place for Hate Committee.
“As our nation awaits the release of two historic decisions from the U.S. Supreme Court for the LGBT community, and as Salem prepares to host the 2nd Annual North Shore Pride Parade & Festival this weekend, it is important that our City government officially designates direct points of contact in the Mayor’s Office and Police Department for those among the LGBT community who live, visit, or work in the City of Salem,” said Mayor Driscoll. “I am confident that Kristian and Lt. Prosniewski are well suited to work together in providing information, support and guidance for the City and its residents on matters and policies that affect Salem’s LGBT community.”
“The Salem Police Department is dedicated to protecting and ensuring our community’s safety and wellbeing, and I am proud of our Department’s work in ensuring the fair and just treatment of all Salem residents, regardless of sexual orientation, gender expression or identity,” said Chief Tucker. “Lt. Prosniewski will continue to foster our Department’s positive relationship with Salem’s LGBT community, and will work hand-in-hand with the Mayor’s Office and other City departments to properly and effectively address LGBT issues in the community.”
Members of the Salem No Place for Hate Committee (NPFHC), upon which both Hoysradt and Prosniewski serve, first approached the Mayor’s Office in the Spring about having Salem participate in HRC’s Municipal Equality Index (MEI). The MEI is the first nationwide evaluation of municipal laws affecting the LGBT community. It examines the laws, policies, and services of municipalities from every state in the country and rates them on the basis of their inclusivity of LGBT people who live and work in those cities. Mayor Driscoll agreed to begin a preliminary MEI assessment by the NPFHC, and as part of that assessment, Hoysradt and Prosniewski were designated to fill the LGBT Liaison roles. Through this, Salem will not only better its eventual score on the MEI when the City submits its final assessment to HRC over the summer, but Salem will also continue to bolster its commitment to not only promote equality for the LGBT community, but tangibly support LGBT equality through our City’s government and services.
“The purpose of HRC’s Municipal Equality Index is to help municipalities measure the inclusivity of their current laws, policies and services for the LGBT community, while providing a roadmap through MEI’s criteria for municipalities to achieve the highest standard of equality for the LGBT community,” said Cathryn Oakley, Legislative Counsel for State & Municipal Advocacy at HRC. “The self-assessment process the City of Salem is undergoing, and the pro-equality actions Mayor Driscoll and Chief Tucker have taken in designating LGBT liaisons, are perfect examples of what HRC and the MEI aim to foster in municipalities across the country with regard to the promotion of LGBT-inclusive environments within our cities and towns.”
Following his official LGBT designation in the Mayor’s Office, Hoysradt plans to launch a Salem LGBT Resource webpage through the Mayor’s Office website. This site will not only outline the role of the Mayor’s new LGBT Liaison, but also provide helpful links for LGBT-oriented events, and issues relating to LGBT health and safety, support and social groups, rights and advocacy, LGBT tourism and local LGBT-focused publications. The Mayor’s Office will also launch an LGBT@Salem.com information account for the submission of inquiries specific to LGBT issues in the City of Salem.
