Salem School Committee
Regular Meeting Minutes
Monday, April 13, 2010

A special meeting of the Salem School Committee was held on Tuesday, April 13, 2010 at 5:00 p.m. in the School Committee Chambers at Collins Middle School, 29 Highland Avenue, Salem, Massachusetts.

Members Present: Mayor Kimberley Driscoll, Dr. Janet Crane, Mr. Kevin Carr, Nate Bryant,  Mrs. Kerry Martin, Dr. Brendan Walsh,  

Members Absent: Mr. James Fleming
        
Others Present: Dr. William Cameron, Superintendent, Business Administrator Timothy Sheehan and Eileen Sacco, Secretary

Dr. Crane called the Regular Meeting of the Salem School Committee to order at 5:10 p.m.

Approval of the Agenda

Mr. Carr moved to approve the agenda, seconded by Dr. Walsh.    The motion carried.

Questions and Comments from the Audience

There were no questions or comments from the audience.

Action Items

a.      Deliberation on the approval of the amended State Fiscal Stabilization Funds (SFSF)
        Spending Plan.

Dr. Cameron reported that the SFSF money has been received and explained the high
priority spending plan.  

Mr. Bryant expressed his concern about the substitute nursing pay issue and suggested that the School Committee should consider funding an increase with the SFSF money.  Mr. Sheehan reported that whatever impact an increase will have on the budget will be relatively minor and we should be able to cover it with funds when closing out accounts for the fiscal year.

Mr. Carr moved to approve the SFSF Spending Plan as submitted.  Dr. Walsh seconded the motion.  The motion carried.

b.      Deliberation on the appointment of Assistant Superintendent

Dr. Cameron addressed the School Committee and recommended that Dr. Steven G. O’Brien be appointed  as the Assistant Superintendent of the Salem Public Schools effective July 1, 2010.  Dr. Cameron noted that Mr. O’Brien will replace Dr. Alyce Davis who is retiring in August.  He explained that he is recommending a start date of July 1st because an overlap would be greatly beneficial.  He also recommended a three year contract at a salary of $110,000 per year.

Dr. Cameron noted that Dr. O’Brien was a strong finalist who stood out with experience and a broad and deep knowledge of curriculum and development.  He also noted that he has had the advantage of working with him in Pittsfield and he is an accomplished administrator.

Dr. Crane moved to approve the Superintendent’s recommendation on the appointment of Dr. Steven G. O’Brien as Assistant Superintendent and offer a three year contract at a salary of $110,000 per year.  Mr. Bryant seconded the motion.  Mayor Driscoll called for a roll call vote as follows:

The motion carried.

c.      Deliberation on the recommendation of the Superintendent to refer the matter of         Substitute Nurses pay to the Personnel Subcommittee.  

Dr. Crane moved approval.    Mr. Carr seconded the motion.  The motion carried.

Adjournment

There being no further business to come before the School Committee this evening, Dr. Walsh moved to adjourn the meeting, seconded by Mr. Carr.  The motion carried.

The meeting adjourned at 5:30 p.m.
