DIVISION 3. FEES AND INSPECTIONS

Sec. 12-161. Fire alarm connection fees.

If a privately owned master fire alarm box, which is connected into the city fire alarm system pursuant to section 12-164, is activated outside the normal working hours of 7:00 a.m. to 3:30 p.m. Monday through Friday, the owner of the private master fire alarm box shall pay to the city electrical department, as reimbursement for costs incurred by that department in reconnecting the privately owned master fire alarm box to the city system, a sum equal to the highest hourly wages payable by the city to its employees in accordance with the collective bargaining agreement.

Sec. 12-162. Fee schedule established; payment of fees.

The schedule of fees for permits issued and inspections set forth in this division is established, such fees to be payable at the office of the city electrician at the time of filing by a state-licensed electrician of the application for such permit or inspection.

Sec. 12-163. Blanket permits or election to contract to pay for inspection services; fees.

  1. A state-licensed electrician must file annually, on behalf of the owner of any business of a commercial or industrial nature, including utility companies, utilizing machinery of any kind, a request for a blanket permit for all electrical work, including installations not requiring a building permit, preventative maintenance, and repairs. Periodic inspections of all electrical work, based on monthly reports to be made to the electrical department by the licensee, are required.
  2. For a blanket permit for all electrical work in properties of the nature mentioned in subsection (a) of this section, the permittee must pay the following fees to the city or he may at his discretion elect to contract in writing to pay for the services of the electrical department inspectors at the rate of $15.00 per inspection visit, with time after the first hour of inspection to be billed at $15.00 per hour:
    1. Where the average number of employees during the preceding six months is ten or less, $25.00.
    2. Where the average number of employees during the preceding six months is more than ten but less than 100, $50.00.
    3. Where the average number of employees during the preceding six months is between 100 and 300, $100.00.
    4. Where the average number of employees during the preceding six months is more than 300, $150.00.

Sec. 12-164. General permit fees.

The general schedule of electrical permit fees shall be as follows:

  1. Minimum fee for any electrical work performed in all types of property, which includes city buildings $15.00

  2. Per thousand on building permit valuation--renovations, new work, which includes city buildings $3.00

  3. Installation of gas/oil burner per burner  $15.00

  4. For any electrical work connected with swimming pools (building permit required) or similar installations  $30.00

  5. Installation of each pump used at a gasoline service station  $30.00

    • For each additional $5.00

  6. Installation of each electric sign $30.00

  7. Installation of temporary, new service or renewed service up to 200 amperes $30.00

    • Additional meters $5.00 each

    • Installation of a sub feeder $20.00

  8. Installation of temporary, new service or renewed service up to 400 amperes $60.00

    • Additional meters $5.00 each

    • Installation of a sub feeder $20.00

  9. Installation of temporary, new service or renewed service up to 800 amperes  $120.00

    • Additional meters $5.00 each

    • Installation of a sub feeder $20.00

  10. Installation of temporary, new service or renewed service up over 800 amperes $200.00

    • Additional meters $5.00 each

    • Installation of a sub feeder $20.00

  11. Change service panel from fuses to circuit breakers or any change $20.00

  12. Installation of HVAC and or control wiring per unit, without a building permit $35.00

  13. Installation of smoke detectors, burglar alarm systems and interior fire alarm systems, voice/date, computer, or telephone cable wiring per unit $35.00

    • Over 25 outlets and or devices $.50 each

  14. Reinspection all types of property $20.00

  15. Certificate of occupancy--all buildings $35.00

  16. Installation of traffic lights $50.00

  17. Vendors use of electricity at Salem common and on other city sites $25.00

  18. Vendors use of additional electrical equipment requiring special installation $200.00

  19. Penalty fee for tampering with city master fire alarms without prior notification for plug outs $200.00

  20. For the initial timing and connection to the city terminals (as designated by the city electrician) of a privately owned F/A master box by the electrical department $200.00

  21. Industrial permits by licensed staff personnel in house wiring $200.00

  22. Installation of a generator up to 15,000 K.W. $50.00

    • Installation of a generator over 15,000 K.W. $200.00

  23. Lighting retrofits $2.00 each

Sec. 12-165. Maximum fee for installation in existing city buildings.

A maximum fee of $3.00 will be assessed for all electrical installations on existing city buildings.

Sec. 12-166. Building permit display prerequisite to inspection.

No electrical inspection shall be made unless the building permit, when required, is displayed in a conspicuous place on or in the building to be inspected.

Sec. 12-167. Display of current valid permit at commercial or industrial manufacturing property.

  1. No electrical work shall be performed, conducted or permitted in any manufacturing property of a commercial or industrial nature, unless there shall be on display therein the current valid permit therefor required by section 12-163 or the permit required by section 12-164, as the case may be.
  2. The violation or breach by such owner, occupant, or licensed electrician shall be punished by a fine not exceeding $25.00 for each incident or day of violation, to be recovered on complaint before a district court, to enure to the city in accordance with M.G.L.A. c. 40, § 21.

Sec. 12-168. Development inspection fees.

In addition to all other fees defined within this Code, with regard to the construction, reconstruction, or rehabilitation of any structure or building, the following requirements and fees shall apply:

  1. All residential developments, either new construction, reconstruction or rehabilitation, of six or more dwelling units and commercial developments, either new construction, reconstruction, or rehabilitation, of more than 10,000 square feet require payment for inspection services for electrical inspections.
  2. The city, through its electrical department, shall invoice the developer on a monthly basis for inspection services at the rate of $20.00 per hour.
  3. The developer shall make timely and proper payment to the city, through its electrical department, within 30 days of receipt of such invoice.
  4. The inspectors shall perform inspection services on their own initiative as necessary to properly monitor construction or as requested by the city or the developer. Requested inspections shall be made on a timely basis, provided reasonable notice is given thereof.
  5. The hourly rate shall be amended annually if deemed necessary by the city.
  6. Such a system of fees and services shall be administered by the electrical department.
  7. In buildings or structures containing multiple uses, fees shall be paid on the basis of each such use.
  8. No certificates of occupancy shall be issued for any development until all outstanding inspection service fees for any such development have been paid to the city.
  9. All buildings, structures, and parts thereof owned or operated by a department of or by the city shall be exempt from the payment of fees, but shall not be exempt from such inspections.

Sec. 12-169. Fire alarm annual service fee.

The owners of privately owned master fire alarm boxes which are connected to the city fire alarm system pursuant to section 12-161 shall pay to the city electrical department an annual fee of $200.00 payable on January 1st of each year.
