NOTICE OF MEPA Site Visit

 

EEA No. 15484  Cinemaworld Salem, Salem

         Project Description: An Environmental Notification Form (ENF) has been filed with the Executive Office of Energy and Environmental Affairs by Cinemaworld of Florida, Inc.  to construct a 74,360 sf building containing 10 cinemas with 1,700 to 2,000 seats; a 90- to 120- seat restaurant; 16 bowling lanes; an arcade; and a laser tag area.  The address of the project site is 355 and 373 Highland Ave. and 2-8 and 10 Cedar Road in Salem. The project also includes a 26-foot wide internal roadway, 383 parking spaces, and new stormwater management system. The project will generate 2,536 new average daily trips (adt). Three existing buildings will be demolished.  The project requires a new curb cut on Highland Avenue (Route 107). 

The project meets the ENF thresholds at 301 CMR 11.03(3)(6)(b)(13), Generation of 2,000 or more new adt on roadways providing access to a single location; 301 CMR 11.03(3)(6)(b)(14), Generation of 1,000 or more new adt on roadways providing access to a single location and construction of more than 150 new parking spaces at a single location; and 301 CMR 11.03(3)(6)(b)(15), Construction of 300 or more new parking spaces at a single location.  The project requires an Access Permit from MassDOT. 

A site visit will be held to discuss the project and view the site.  The public is welcome to attend.

MEPA site visit scheduled for: Monday, April 4, 2016.  There will be a brief site visit followed by a meeting at the City Hall Annex, as follows:

Site visit: 5:00 PM.  We will meet on the Cedar Street side of the project site.  There may be limited parking available so please carpool.

Meeting:  6:00 PM at the  3rd Floor conference room at Salem City Hall Annex, 120 Washington Street.

Certificate due: April 22, 2016
