Meeting Minutes
- Roll Call Meeting starts at 6:40 pm
- Kurt Ankey - Beauchamp, Norene Gachignard, Janine Liberty, Carly Dwyer Naik, John Andrews, Julie Barry
- 3rd Request for brief Bios & Headshots!! Please provide before end of 2019!!
- Reappointment Decisions
- Emily Larsen will continue with the PAC.
- Gachignard will continue with the PAC.
- J Michael Sullivan will be maintained until SRA finds another person.

- Artist in residence would give artist $4000 in supplies
- Andrews would like to see outside sponsors support this
- Mural Slam stipend was suggested to be increased to a total of $5000
- Gachignard suggested hangin older murals in city hall
- The PAC would like to see if there was a way to preserve the art better
- City Hall has a budget for the PAC of $150 for advertising
- Liberty suggested hiring a social media intern
- City Hall’s Indignious Person Portrait will be split between Witch house and PAC
- The suggested amount would be $10,500
- The PAC would like to bring that to $10,000
- Artist in residence would give artist $4000 in supplies

Gachignard made a motion to approve Andrews seconded Motion approved seconded motion Motion passed unanimously
- Clarification of Artists’ Row Revolving Account and Old Town Hall Revolving Account
- The PAC should collectively decided on Artist Row decisions
- Currently the AR and OTH accounts are revolving and do not need a public vote.
- Funds for maintenance of bathrooms on AR in covered under city planning budget
- Barry will request additional funds to update bathrooms.
- Artists’ Row Call for Artists Review
- Barry suggests that AR tenants not be charged rent from Jan - March
- PAC would like to add a request for social media marketing to RFP
- PAC suggested clarity in insurance requirements
- no requirements listed but they should encourage normal coverage
- Possibly list a ballpark figure
- Review Specifics PAC would like to add additional options to AR RFP
- Add the option for video representation for work
- Add a word count
- Review process
- Suggest an overall narrative but pull out some bullet points.
- Andrews is concerned that the 3 months off may not be beneficial if the goal is to assist creatives in maintaining a year round business.
- A survey has been taken on suggested hours
- PAC will suggest a suggested time frame for being open
- Require stalls to be open during Artsfest, and other programing on Derby Square
- Grammatical changes
- Four artists stalls a restaurant and a bathroom
- Typo on Happens and artists
- Keep all Artists Creatives references lower case
- Animate changed to Activate
- Removal of fall and winter hours
Liberty made a motion to approve Andrews seconded motion Motion passed unanimously
- Clarification of Roles of PAC and Public art Planner
- Any public art in the city of Salem will be funneled through the PAC
- PAC does not approve Artists row rents or budgets
- PAC is only able to make budget allocations based on the $25,000 yearly budget that they have from the city
- The role of the PAC is able to advise on details surrounding Artists Row and Old Town and advise processes around the arts in Salem.
- PAC will also be determining programming
- Andrews would like the transparency of this ownership and these roles be made more public
- Other Business
- In January, there will be an intern coming to take an inventory of the city’s public art.
- Old Town Hall will have an assessment done to see what needs to be updated
