October Parking & Transportation

Every October, the City of Salem implements special parking regulations and provides special transportation options for the thousands of visitors that come to our City. Our goal is to provide residents and visitors with as many options as possible to get to and around Salem, and to minimize impacts on residential neighborhoods during our peak tourist season.

A recap of transportation and parking activities for October 2023 was given at the December 13th, 2023 Traffic & Parking Commission Meeting. 

October Parking Overlay:

Adopted in 2022, the Halloween Parking Overlay District amendment regulates off-street private parking in an area surrounding the downtown. 

October Parking Rates:

Parking rates at meters are the same in October as they are year round, but the parking rates at the City garages and lots are subject to change on weekends and holidays. The City may choose to implement flat fees as opposed to regular hourly rates on an as needed basis. 

October Resident Parking:

In addition to year round resident permit parking, the City designates certain downtown-adjacent streets as temporary October resident permit parking to ensure Salem residents have acess to parking near their homes. Hangtags are issued to Salem residents on these streets for the month of October only.

For downtown residents without access to on-street parking who are required to purchase a parking pass in one of the City garages, the City makes reserved parking spaces in the Museum Place Garage available for an addition fee for the month of October.

October Weekend Shuttle:

Free shuttles are operated on a continous loop between satellite parking locations and downtown Salem on weekends in October. New to 2023, the shuttle will also operate on Indigenous People's Day (Columbus Day). For the dates of Monday, October 30th and Tuesday, October 31st, the shuttle will run from the Salem High School location ONLY. Visit the Haunted Happenings shuttle information page to learn more about the program.
