The parkway is named for Private Benjamin F. Mansell, a native of 15 Summit Street, who served in the US Army during World War II. Born in 1920, Private Mansell initially enlisted on September 24th, 1944 and served with the 432nd Anti-Aircraft Artillery (Automatic Weapons) Battalion.

Tragically, he was killed in action in Italy on September 24th, 1944. His awards include the Purple Heart, American Campaign Medal, and World War II Victory Medal. Benjamin's remains are buried at the Florence Military Cemetery in Florence, Italy. He was the son of Thomas Mansell.

The parkway begins at the corner of Pope and Proctor Streets, dedicated in his honor.
