Draft Meeting Minutes

Wednesday, July 8th, 2015

A meeting of the Salem Bicycling Advisory Committee was held on Wednesday, July 8th, 2015 at 7:00 PM in Meeting Room 311 at Salem City Hall Annex, 120 Washington Street.

Members Present:  Chairman Jeff Bellin, David Bowie, Kristin Anderson, Dan Cooper, Brad Sandler, Will Peck

Also Present: Jeff Elie, Energy and Sustainability Manager

Members Absent: Bruce Mabbott, Ernie DeMaio, Tracy Ware

Invited Guests: N/A

Public in Attendance: N/A

Chairman Bellin called the meeting to order at 7:02 PM.  He acknowledged those members absent and present for the record.

Motion was made by D. Bowie motioned, B. Sandler seconded, all approved.

Chairman Bellin asked if there were any public comments at this time. There was no public comment.

 

Update on Neighborhood Meetings – Vision 2020

K. Anderson – Point Neighborhood Association meets last Monday of every month and Lucy Corchado is the contact so the Committee can contact her to inquire about being added to their agenda.

D. Cooper – South Salem Neighborhood Meeting – They meet on September 17th.

J. Bellin – South Salem Neighborhood Assocation meeting twice a year and not until next Spring 2016

- Chestnut St Association meet quarterly – September 21st and can inquire about making a 10 minute presentation as their agendas are usually full

Committee agreed that making a one page handout to give to the leaders of each neighborhood association would be a good way to summarize the information that will be presented and the goals of asking each neighborhood association so the Committee can get feedback into Vision 2020 and where protected bike lanes may work well in the City.

Does the handout need customization for each neighborhood?

K. Anderson motioned to hold a meeting in August in order to plan and coordinate for trial protected bike lane for Salem Jazz Festival along Derby St. starting at the Custom House.

D. Bowie Seconded, all approved.

Action Item: J. Elie to make a one page handout for Vision: 2020 meeting

- Communicate with E. DeMaio, who has the most familiarity and experience with presenting the information in Vision 2020, about plan to make the handout and get feedback from him.

  1. New/Old Business
  • Protected Bike Lane Pilot Project – In line with the Vision 2020 goals and the desire for bicycle infrastructure in Salem to move beyond painted bike lanes and sharrows towards a safer protected lane bicycle facility, the Committee hopes to create a temporary pilot protected lane along a busy corridor in Salem to show it’s feasibility and ability to move people in the City efficiently without the use of an automobile. The most solid idea would be to create a temporary protected lane for the Salem Jazz and Soul Festival weekend, having the lane start at the one-way on Derby St. at the Customs House and have it extend all the way to the willows using temporary paint and removable bollards to designate the lane. Parking along Derby on the right-hand side would need to be removed in order to accommodate the lane and one-way automobile traffic. Police coordination would be necessary to enforce the parking restriction and ensure safety for the bicyclists using the temporary lane. There could then be bicycle parking at the Jazz Festival using a relocated bicycle rack or two and locate it in or around the large main parking area.

The Committee noted that the original concept for a pilot protected lane was on Boston St. from Dunkin Donuts to Stop and Shop.

The Committee asked J. Elie to reach out to MAPC and Chris Kuschl to determine their capacity to assist in this event. Also reach out to Richard Fries of MassBike to see if they can help with event bicycle parking and setting up their services and information at the event. Find out from the organizers of Salem Jazz and Soul Festival if these things can be located at their event.

  • Collins Cove Path Extension and Repair – The Committee requested that J. Elie format the letter that D. Bowie had drafted to send to Footprint. J. Elie was also asked to reach out to the CEO of Footprint, Scott Silverstein to inquire about the pipeline that will go through the City-owned parcel on Szetela Ln.

Chairman Bellin asked if there were any further items to discuss tonight. There being none D. Bowie asked for a motion to adjourn. K. Anderson seconded the motion. All approved.  The meeting was adjourned at 8:17 PM.
