You are hereby notified that the Salem Traffic & Parking Commission will meet on Thursday, April 16, 2020 at 6:30pm

in accordance with Chapter 40A of the Massachusetts General Laws and Governor Baker’s Emergency Order dated March 12, 2020.

Important Announcement:

Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this public meeting of the City of Salem Traffic and Parking Commission will be conducted via remote participation. No in-person attendance of members of the public will be permitted, but the public can listen and or view this meeting while in progress via the remote participation platform Zoom, through any one of the following ways:

Members of the public attending this meeting virtually will be allowed to make comments if they wish to do so, during the portion of the meeting designated for public comment. The Commission Chair, with the assistance of City Staff, will provide all participants in the Zoom meeting an opportunity to speak and indicate whether they would like to provide public comment.

    1. Request for Traffic Ordinance Recommendation
      1. October Parking Recommendations – In an effort to improve the implementation of temporary resident parking regulations during the month of October, staff have drafted several amendments to the Traffic Ordinance based on past City Council Orders. The intent of these recommendations is to set expectations for both residents, visitors and staff in terms of where temporary resident parking will be established as well as assist with both administrative and enforcement efforts.
      2. Handicap/Accessible Parking and Commission Regulatory Authority – Staff will present both regulatory language as well as proposed amendments to Sections 50A & 50B of the Traffic Ordinance pertaining to handicap parking.   The intent is to give the Commission greater authority to evaluate and establish handicap parking spaces. The Commission will also discuss a proposal from Councillor Hapworth that would give the Commission broader regulatory authority beyond handicap parking.
    2. Street Closures to Promote Social Distancing – The Commission will continue their discussion regarding steps the City can take to promote safe social distancing when in public to prevent further transmission of the coronavirus.
    3. Bridge Street MassWorks Project – The Commission will discuss potential changes to the project scope due to construction bids having come in over budget.
    4. Snow Removal Policies and Procedures – The Commission will have a follow-up discussion regarding the joint meeting with the Commission on Disabilities and the Bicycle Advisory Committee regarding the City’s snow removal policies and procedures.
    5. Commission Elections – The Commission will elect its officers.
