Notice: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §20 and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Traffic and Parking Commission will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the city’s website, at www.salem.com. Members of the public attending this meeting virtually will be allowed to make comments if they wish to do so. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the city’s website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting.

MEETING AGENDA

  2. PUBLIC COMMENTS (15 min period of no less than 3 min per person*)
  3. TRAFFIC AND PARKING DIRECTOR UPDATE: Traffic and Parking Director will provide an update on the City’s shared streets initiatives, matters before the OLLA subcommittee, Sunday paid parking and enforcement, the Willson Street and Essex Street projects funded by MassDOT, and other ongoing projects.
  4. NEW/OLD BUSINESS (each item limited to 3 min per person*)
    1. Neighborhood Traffic Calming Request: Pope Street and Proctor Street – Ward 3 Councillor Morsillo has submitted a request to the Neighborhood Traffic Calming Program on behalf of residents of Pope and Proctor Streets to be reviewed by the Commission. This issue relates to the Commission’s previous discussion of resident sticker parking for Looney Ave and Hillside Ave, and staff recommends the related matters be addressed holistically if possible.
    2. Request for Traffic Ordinance Recommendation
      1. Resident Sticker Parking Program – At its meeting on September 9, the City Council Subcommittee on Ordinances, Licenses, and Legal Affairs (OLLA) discussed the Commission’s recommendations regarding the City’s resident sticker parking program, and asked that some changes be considered before the matter was moved out of committee.
      2. Resident Sticker Parking on Looney Ave and Hillside Ave – The Commission will continue its discussion of the petition from residents of Looney Ave and Hillside Ave through Ward 4 Councillor Flynn to have their streets designated as resident sticker parking streets.  
      3. PEM service zone – The Peabody Essex Museum has requested a service zone be established near the corner of Essex Street and New Liberty Street, alongside 144 Essex Street.
      4. Resident Sticker Parking on Naples Road – Residents of Naples Road have petitioned through Ward 5 Councillor Turiel to have their street designated as a resident sticker parking street.
