Notice: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §20 and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Traffic and Parking Commission will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the city’s website, at www.salem.com. Members of the public attending this meeting virtually will be allowed to make comments if they wish to do so. The Commission Chair, with the assistance of City Staff, will provide all participants in the Zoom meeting an opportunity to speak and indicate whether they would like to provide public comment. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the city’s website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting.

MEETING AGENDA

  3. NEW/OLD BUSINESS (each item limited to 3 min per person*)
    1. North Street Safety Improvement Project – Lydia Hausle from Toole Design will present on work done to date and review the alternatives for the Commission to discuss.
    2. Application for Neighborhood Traffic Calming: Barstow Street – Residents of Barstow Street have submitted a request for Neighborhood Traffic Calming. Staff will present the request to the Commission for discussion.
    3. Request for Traffic Ordinance Recommendation
      1. Resident Sticker Permit Parking Program – Staff will present an updated version of the proposed changes to the City’s Resident Sticker Permit Parking program that reflect the management of the program being moved entirely to the Traffic and Parking Department from the Collector’s office as well as updated language for temporary resident eligibility.
      2. Dodge Street – At the request of the owner of Seagrass (3 Dodge Street), the Commission will consider the implementation of 30-minute, time limited, non-metered parking on a portion of Dodge Street.
      3. Resident Sticker Permit Parking Request: 8 & 9 Woodbury Ct, Smith Street, Lemon Street, Lemon Street Court – Councillor’s Riccardi and Madore have, on the behalf of residents of the above streets, requested Resident Sticker Parking be considered, both in terms of newly designated on-street locations and eligibility for residents who live on streets with no legal on-street parking.
    4. Essex Street and North Street – Staff will provide an update on recent changes to the signals at Essex Street and North Street.
