Landlord Exposition 

City Departments, and Partner Agencies Join to Provide Resources to Multifamily Property Owners

The City of Salem held its first landlord exposition on Thursday, September 21, 2023, at the Community Life Center at 401 Bridge Street.  Representatives from city departments and partner agencies were there to discuss City programs available to multifamily property owners to improve and enhance their properties. Information about City ordinances and requirements and technical assistance was provided and information tables were staffed by various departments and organizations providing details on topics such as demystifying the process of accepting Section 8 vouchers, applying for rental assistance on behalf of tenants, fire safety, inspections, and more. City requirements 
Certificate of Fitness Ordinance The City of Salem requires a certificate of fitness for every rented dwelling unit, or apartment to ensure that all rental units within the city are fit for human habitation. This CoF is required to be updated every three years or after every change of tenancy. A certificate of Fitness not only ensures that rental property is habitable for renters it can also provide protection for a landlord by establishing that your rental units have no damage before a new tenant moves in which protects you if you must keep a security deposit.
 
State sanitary code updates and forms
105 CMR 410.000: Minimum Standards of Fitness for Human Habitation, State Sanitary Code, Chapter II (the “Housing Code”) will go into effect on May 12, 2023. This regulation sets forth minimum standards for housing under the State Sanitary Code, established under M.G.L. c. 111, §127A. Massachusetts Department of Public Health’s Community Sanitation Program has developed updated guidance.
